A delegation from the Ex-NDFB Welfare Association, led by Sanjoy Swargiary, met with A.K. Mishra, the Adviser for the Ministry of Home Affairs’ North East Division, at North Block to discuss crucial issues related to the BTR Accord. The dialogue centered on concerns about the rehabilitation of former National Democratic Front of Bodoland (NDFB) members and the welfare of the families of martyrs.

Key topics included the unresolved dismissal of non-heinous criminal cases against ex-NDFB members, as stipulated in Clause 9.4 of the BTC Accord. The delegation urged the government to expedite this process and consider a general amnesty for heinous cases, referencing the existing Peace Accord.
Another pressing issue was the detention of former NDFB leaders like Ranjan Daimari, whose appeal for interim bail is set for a Supreme Court decision on November 20, 2024. The group emphasized that releasing these leaders on bail could foster regional peace and harmony.
The delegation also highlighted the need for a special recruitment drive for Bodo youths, under Clause 10.2 of the Accord, to bolster their representation in the Indian Army, paramilitary, and state police forces. They requested government job reservations for the families of martyrs in lower-grade positions.
In alignment with Clause 9.2, the meeting also broached the topic of rehabilitation and economic support for NDFB cadres. Proposed measures included ex-gratia payments, funding for economic ventures like fisheries and organic farming, vocational training, and public sector employment opportunities. The transfer of legal proceedings for imprisoned former NDFB members to Assam courts was also suggested to expedite trials.
This meeting with A.K. Mishra exemplifies the association’s dedication to the BTR Accord’s effective implementation. The Ex-NDFB Welfare Association expressed optimism that the government will act promptly and empathetically on the urgent matters outlined in their discussions.
