
The District Magistrate of Karbi Anglong, Smti Nirola Phangchopi, ACS, has invoked a Prohibitory Order under Section 163 of the BNSS to maintain public peace and tranquility in the region. This decisive action follows alarming reports of potential threats from various organizations and anti-social elements that could jeopardize communal harmony and disrupt public order.

In a comprehensive effort to safeguard the community, the order prohibits any form of obstruction, picketing, or rallies—including Mashal processions—in front of governmental offices, public spaces, or any locations deemed significant for public gatherings. Furthermore, the assembly of five or more individuals without prior authorization has also been strictly restricted.
Under the new regulations, carrying firearms, explosives, or any substances that could endanger public safety is expressly forbidden. Additionally, the use and discharge of firecrackers in public areas, such as roads, bus stations, and railway terminals, have been banned to avoid disturbances.
The order places further limitations on public meetings, rallies, processions, and dharnas, which require explicit approval from the District Magistrate. Inflammatory speeches, particularly those that are communal, anti-state, or anti-national in nature, are also prohibited, as is the display of provocative banners, posters, or wall writings that could incite unrest. The use of loudspeakers or microphones without prior permission is similarly restricted.
Given the urgent nature of the situation, this Prohibitory Order has been enacted ex-parte and is effective immediately. Violations of the order will lead to prosecution under the relevant provisions of the BNSS. However, it is important to note that exceptions have been made for police, paramilitary, and military personnel concerning the restrictions on gatherings.
