In a significant move aimed at improving the living conditions of hill tribes in India, Dr. Tuliram Ronghang has submitted a memorandum to Shri Jual Oram, the Hon’ble Union Minister of Tribal Affairs. The memorandum specifically requests the allocation of funds under Article 275(1), which is designated for the welfare of scheduled tribes. This initiative seeks to address the unique challenges faced by the hill districts and set the stage for more effective governance and resource allocation.

Dr. Ronghang, who has been a vocal advocate for the hill tribes, emphasizes the necessity of amending existing guidelines to better cater to the needs of these regions. His proposal outlines crucial structural changes that promise to enhance the efficacy of development efforts in the hill areas of India.
The memorandum highlights two key recommendations aimed at establishing a more focused approach to the development of hill districts:
Formation of a Separate Executive Committee (EC):** The proposal calls for the creation of an Executive Committee dedicated solely to hill districts. This committee would be chaired by the senior-most Secretary of the Hills Area Department, with the Principal Secretaries of the Karbi Anglong Autonomous Council and the Dima Hasao Autonomous Council serving as member secretaries. This structured leadership aims to streamline decision-making processes regarding the implementation of development projects in these regions.
District-Level Leadership Structure:** At the district level, the Secretary in charge of Rural Development, along with the concerned District Council, is proposed to serve as the Chairman. Moreover, heads of departments under the district councils would be included as members of this committee. This localized approach is expected to ensure that funds are allocated fairly and effectively, directly addressing the specific needs of hill areas.
These structural changes aim not only to enhance governance but also to ensure that the financial resources allocated for development reach the communities that need them the most. The proposed measures are designed to facilitate a dedicated focus on the unique challenges faced by hill tribes, thereby fostering a more sustainable and inclusive growth model.
Dr. Ronghang’s memorandum was presented alongside other prominent figures, including Shri Amarsing Tisso, MP, MLA Darsing Ronghang; and various colleagues and dignitaries. This collaborative effort underscores the importance of unity among local leaders in advocating for the rights and development of hill tribes.
The call for a positive response and swift action resonates with the collective desire for transformative change in the hill districts. By addressing these critical issues, Dr. Ronghang and his colleagues are taking significant steps toward building a brighter and more equitable future for the hill tribes of India.
