The Assam government on March 6, 2026, has appointed a one\u2011man Commission of Inquiry led by former Gauhati High Court judge Justice H. N. Sarma to probe the incident at the Bodoland Territorial Council (BTC) Secretariat in Kokrajhar that occurred on November 29, 2025. The commission, constituted under Section 3 of the Commissions of Inquiry Act, 1952, is tasked with establishing the facts and sequence of events that gave rise to the protests and the ensuing disruption at the Secretariat.<\/span><\/p>\n According to the official notification, the inquiry will investigate the events that precipitated protests by student organisations of Bodoland University, including a march toward the BTC Secretariat and allegations of breach of barricades, forcible entry and vandalism on the premises. The commission will collect evidence and examine eyewitness accounts to determine what transpired that day.<\/span><\/p>\n The probe will also assess the actions and preparedness of the district administration, police and BTC Secretariat authorities in responding to the situation. It will examine whether there were failures or lapses in anticipating, preventing or managing the incident, and will evaluate the extent of damage to public property and the disruption of official functioning at the Secretariat.<\/span><\/p>\n The commission has invited written statements and representations from the Government of Assam, BTC authorities, Bodoland University, affected individuals and organisations, and members of the public with relevant knowledge. Submissions should include the full name, postal address and contact details of the person or body making the representation, accompanied by supporting documents and a list of witnesses, if any, supported by an affidavit.<\/span><\/p>\n Written statements must be submitted in triplicate to the office of the commission either in person during office hours or by Registered Post or Speed Post so as to reach the commission on or before March 26, 2026. Submissions may alternatively be routed through the office of the District Commissioner of Kokrajhar via Assistant Commissioner Subham Sinha, who will forward them to the commission.<\/span><\/p>\n The inquiry is intended to establish an authoritative record of the November 29, 2025 incident and to inform any administrative or legal steps that may follow.
